I'm using a Mac and have been unable to connect to the proxy service.

Answer

A few Macintosh users have reported being unable to connect to the proxy service. After installing and connecting to the off-campus VPN (Cisco AnyConnect), they successfully connected and used the proxy service. If you are having trouble connecting the proxy server, please try installing and logging into the VPN client. Once connected try logging into the proxy service. 

If logging into the VPN client does not resolve your issue, please submit a ticket to IT Services and Support Center.
